Context: I have a cities.json file with plumbing service data (water heater replacement, toilet repair, drain cleaning) for 64 U.S. cities. The first ~27 cities were researched with a detailed prompt and have rich, city-specific content. The remaining 37 cities were done with a simpler prompt and are noticeably thinner. I need you to redo or fill in the gaps for those cities.

QUALITY STANDARD TO MATCH (from well-researched cities like Houston, Katy TX, Annapolis MD, Alexandria VA):
- homey_summary: 350-566 chars, city-specific (references local permit authority by name, local housing stock quirks, local license body)
- city_differentiators: 3-5 bullets with genuinely local facts (water hardness, housing age, permit jurisdiction boundaries, local contractor market notes)
- permit_info.jurisdiction: Full sentence naming the exact local permitting authority and how it works
- drain_cleaning.price_data: 6 variants — tub_drain_clog_basic, sink_drain_clog_basic, shower_drain_clog, main_line_snake, hydro_jetting, camera_inspection
- toilet_repair.price_data: 6 variants — running_toilet_repair, leaking_toilet_repair, clogged_toilet_service, toilet_flange_wax_ring_replacement, full_toilet_replacement_standard, full_toilet_replacement_premium

CITIES TO REDO (thinnest content, real gaps):

Buffalo, NY — water heater summary only 161 chars, zero city_differentiators, permit jurisdiction is generic boilerplate. Needs full redo.

Cincinnati, OH — permit_info.jurisdiction is an empty string on all 3 services. Needs permit research + summary expansion.
